Letter to William Heath, 1779 September 26.

Letter to General William Heath concerning the framing of a new constitution and expressing concern over the lack of political unity. He speaks of Boston as being in chaos, with scarce provisions and violent commotions at night resulting in personal injury, but voices hope that "this ferment will not last forever." He mentions the Penobscot affair concerning the destroyed American fleet and the retreating army (led by General Lovel and others), Captain Saltonstall's refusal to give account before a civil court, and poor council treatment of Colonel Revere. Written at Boston, Mass.
